Introduction
With a little over three months to election day, the ground game moves to seven days a week. What most campaign teams lack at this stage is not effort. Volunteers are out every day and so is the candidate. What they lack is a clear picture of where the effort is landing and which streets nobody has reached.
From working with campaign teams, ground operations rarely underperform because of headcount. They underperform because field information never reaches the command center. Which streets were walked today, who was met, what they said, which village has not been touched in three months: if that only surfaces as a verbal report at the evening meeting, or sits scattered across a dozen volunteer LINE threads, it takes three days to consolidate and the moment has passed.
Three information gaps on the ground
Three gaps show up again and again.
The first is not knowing what has already been covered. The same street gets canvassed twice by two volunteer groups while the neighborhood next door sees nobody for three months. On paper-based operations this is close to inevitable, and there is no way to detect it after the fact.
The second is conversation content that never gets recorded. A volunteer spends five minutes at the door and learns that this household cares about road repairs and has an elderly parent who needs long-term care information. That is the most valuable data the campaign will collect, and it usually lives only in the volunteer's head. When the volunteer leaves, it leaves with them.
The third is slow turnaround. If today's data is entered next week, it can no longer change anything. The value of ground operations is spotting a cold village today and sending people there tomorrow. A three-day lag reduces it to a reporting function.
The data flow of a canvassing day
The point of this loop is that it closes once a day. Volunteers finish their records in the field, the data lands the same day, and the coverage numbers that come out in the evening become tomorrow's assignments. There is no manual consolidation step in the middle, which is exactly where delay and data loss come from.
How to cut volunteer turf
Many teams stop at the village level. A village often holds two or three thousand households. Assign it to three volunteers and all three start near their own homes, the same area gets walked three times, and the far side never gets touched.
A better unit is the block, sized so one volunteer can finish it in a day. The system should also limit each volunteer to seeing only the households in their own turf. That matters on two levels. Operationally, volunteers do not need the full district list, and a cleaner screen means fewer mistakes. Legally, voter records are personal data, so the smaller the visible surface the smaller the exposure, and every lookup should leave a trail that shows who accessed whose record and when.
Four ways to cut the cost of logging in the field
If a volunteer spends 90 seconds at a household and 40 of them looking down and typing, a third of your labor goes into data entry rather than conversation. Worse, the more painful the entry, the more volunteers tell themselves they will fill it in later, and later never comes.
Bringing that cost down is straightforward. Turn common outcomes into one-tap options. Let volunteers speak a sentence and have it transcribed into the notes. Let them photograph a business card and have it parsed, including several cards front and back in one go. Let them create a record on the spot for anyone not on the roll, with the current address and coordinates carried over, instead of writing it on paper to enter at home.
The gain here is not the seconds saved. It is completeness. Only when entry is cheap enough will volunteers log every household, and any household skipped because logging felt like a chore is, as far as the campaign knows, a household never visited.
Four numbers worth tracking every week
"We walked 12 streets today" carries no decision value. A useful measure puts target households in the denominator and households with a recorded interaction in the numerator. That ratio is effective contact.
Once you have it, set it against each village's vote gap and the allocation question answers itself. In practice four numbers a week are enough.

The top-left quadrant is where late-campaign resources belong: the village still needs votes and the team has barely worked it. The bottom-right is the opposite, where additional canvassers have little marginal value and the hours are better spent in another village or on the air war.
The vote target for each village can be derived from past election results and adjusted for population change. Do that once before the season starts and every allocation decision for the next three months has a reference point, instead of being argued from instinct every week.
How a GOTV list accumulates from canvassing
Plenty of teams start assembling their get-out-the-vote list in the final week, stitching it together from whatever sources are at hand. The result is a low-quality list: numbers that are out of date, people who have moved away.
The more reliable approach lets the list accumulate across the whole season. Every contact records a read on where the voter stands and which issues they raised. After three months of tags, pulling "leans supportive, lives in a low-turnout village, has not yet received a voting reminder" seven days out is a matter of a few filters rather than a three-day data project.
The same logic applies to constituent requests. A to-do noted at the door that becomes a service case immediately, assigned to staff, means the voter gets a callback three days later. That single follow-through does more than ten extra minutes of conversation at the door.
Three common mistakes
The first is treating check-ins as timekeeping. Once the system is seen as surveillance, volunteers start performing for it: the location is right and the content is empty, and the data gets less useful rather than more. Be explicit that check-ins record coverage, not hours worked.
The second is watching totals instead of distribution. "1,800 households contacted this week" reads well, but if those 1,800 sit in three villages that were already safe, the effect on the race is limited. Distribution is the number that matters.
The third is letting data live on personal devices. Volunteers photographing voter rolls on their own phones and passing lists around private group chats is a genuine exposure under personal data law, and when the volunteer leaves, the data cannot be recovered. Data belongs in the system, visibility belongs to the assigned turf, and access belongs in an audit trail. Put those three in place before the campaign peaks, not after.

Volunteer turnover is high. Is it too late to roll out a system?
Training cost on the ground is lower than people expect, because volunteers only ever touch two screens: check in, and log the interaction. The part that takes time is on the organizer side, planning turf and reading coverage numbers, and that runs one to two weeks. Starting now still leaves three months of accumulated data for the pre-election list work.
What about older volunteers who are not comfortable with smartphones?
In practice teams run a hybrid. Volunteers who are comfortable log their own check-ins; those who are not are recorded by a younger volunteer in the same pair, or entered in batch by an organizer back at the office. The requirement is that the data lands the same day, not that everyone operates the app.
Does canvassing data count as personal data?
Names, phone numbers, addresses, and household circumstances are personal data, so collection and use must comply with personal data law, including proper notice at the point of collection. What a system can do is minimize scope and preserve a trail: volunteers see only their own turf, every lookup is recorded, and export and printing are restricted to specific roles. When someone asks questions later, those mechanisms are the only evidence a team has.
